On the MasterController reset of the world idea that was suggested prior, it's Uni World that needs to be reset not your homeworld.
It sounds to me like the issue, although difficult to pinpoint, is with your one ongoing game's instance of Uni World, not the program files or anything further up. Hi, I have to agree that reinstalling the EP isn't likely to change anything.
